Nope only the 16 and 18 to 32 channel does.

Q: Is the Dugan enabled on this yet?

Not that i know of and I've had my xr16 for 2 years

Q: Does this unit retain its mix settings after it powers off and back on again?

Yes. You can also save the settings locally using the desktop application.

Q: would this be ideal to be used with a karaoke system? Thanks!

Yes, I used it for karaoke just last weekend. You can have up to 4 wired/wireless microphones (at mic level), and you can add more wireless mics (line level) if you need more than 4. I run my DJ controller/Mixer's RCA outs to a pair of line ins on the XR12
