No, this is designed to encapsulate the diameter. There is another version that is designed such that it may work.

Q: Will this fit all magnifiers? I have an older aimpoint one. Hoping it lines up with an Eotech with unity fast riser

It might not work with all magnifiers. For sure has to be a 30mm body. I have the newer aimpoint magnifier and eotech with the fast riser and it aligns perfectly. As long as your older Aimpoint magnifier has 30mm body you should be GTG

Q: Will this fit a sig juliet 3?

No it does not. The new mount coming out in march should mount will fit different type of magnifiers
